David G. Shulman, MD, Legislative Education Scholarship

Continue Dr. Shulman's Dedication to Patient Safety

Ophthalmology lost a treasured friend and a true champion in August 2021, with the passing of David G. Shulman, MD, of San Antonio.

Dr. Shulman joined Texas Ophthalmological Association (TOA) in 1978 and was soon recognized as a rising star. He served in almost every leadership role and then as President in 1993. He was also a leader in his county, state, and national medical communities.

But among his many friends, Dr. Shulman was known best for his tireless advocacy for quality eye care. He was the founding chair of TOA’s EYE-PAC and served as TOA’s legislative committee chair for many years. Dr. Shulman understood the value of "walking the halls" and forming relationships with lawmakers.

Dr. Shulman also understood the need to support young physicians and to cultivate future leaders. He personally paid travel costs for residents to attend scientific and legislative conferences. It was not uncommon to see Dr. Shulman leading a group of white coats at advocacy events in Washington and Austin.

The TOA Executive Council and the board of the TOA Foundation are proud to announce the creation of the David G. Shulman, MD, Legislative Education Scholarship. The purpose of the scholarship is to engage and educate young ophthalmologists in the influence and impact that legislation has on the health and safety of patients, and on patient care. The scholarship will underwrite the education travel expenses incurred by ambassadors (ophthalmologists in training) to attend legislative education and advocacy events, specifically the American Academy of Ophthalmology’s Mid-Year Forum and the Texas Medical Association’s First Tuesdays.

Help us honor Dr. Shulman and continue his dedication to advocacy and future leaders.
